Our society has long sanctioned, at least tacitly, a degree of conflict of interest in medical practice and clinical research as an unavoidable consequence of the different interests of the physician or clinical investigator, the patient or clinical research subject, third party payers or research sponsors, the government, and society as a whole, to name a few. In the past, resolution of these conflicts has been left to the conscience of the individual physician or clinical investigator and to professional organizations. (...) The public is no longer willing to allow health care providers to wholly govern their own conflicts of interest for several reasons. These include: new forms of health care financing and delivery that provide innovative and lucrative opportunities for physician or insurer enrichment at patient expense; the increased importance of commercial research support as peer-reviewed governmental research support has decreased; evidence that physicians and clinical investigators too frequently resolve conflicts of interest in their own favor; and a general societal mistrust of authority. This volume represents a multidisciplinary effort, drawing from philosophy, medicine, law, economics and public policy to identify and categorize conflicts of interest in medical practice and clinical research, and, where possible, to offer a mechanism for resolving them. Part I addresses conflicts of interest from a theoretical perspective, offering basic concepts and analytical frameworks. The second part discusses two topics prominent in current health care policy debates--self-referral and financial incentives to limit care. Part III examines conflicts of interest generated by pharmaceutical industry involvement in clinical practice and research. The final section deals with conflicts of interest in clinical research in several contexts, including institutional reviews boards, clinical trials, Cooperative Research and Development Agreements between government and private researchers, brokerage of research subjects by Contract Research Organizations, and cost-effectiveness studies. The human sciences—including psychology, anthropology, and social theory—are widely held to have been born during the eighteenth century. This first full-length, English-language study of the Enlightenment sciences of humans explores the sources, context, and effects of this major intellectual development. The book argues that the most fundamental inspiration for the Enlightenment was the scientific revolution of the seventeenth century. Natural philosophers from Copernicus to Newton had created a magisterial science of nature based on the realization that the physical world operated (...) according to orderly, discoverable laws. Eighteenth-century thinkers sought to cap this achievement with a science of _human_ nature. Belief in the existence of laws governing human will and emotion; social change; and politics, economics, and medicine suffused the writings of such disparate figures as Hume, Kant, and Adam Smith and formed the basis of the new sciences. A work of remarkable cross-disciplinary scholarship, this volume illuminates the origins of the human sciences and offers a new view of the Enlightenment that highlights the period's subtle social theory, awareness of ambiguity, and sympathy for historical and cultural difference. The eighteenth century saw the publication of many scientific and technical dictionaries, particularly in France, one of the most important being P. J. Macquer's Dictionnaire de chymie. Both the original text of 1766 and the revised and enlarged version of 1778 were translated into several languages, sometimes with authoritative notes and additions by the translators. No mere list of definitions, Macquer's work contained long articles that made it a comprehensive treatise on chemistry, and it set the pattern for many subsequent (...) chemical dictionaries. We have endeavoured to give an account of the circumstances in which the various editions, reprints and translations were published, and we add detailed bibliographical descriptions of them. Bibliographical purists consider that all the copies of a book printed from the same setting of type constitute an ‘edition’, and that there is a new edition when all or most of the type has been reset. However, Macquer described his revised and expanded text of 1778 as the ‘second edition’ and this designation has been adopted by subsequent writers, even though the original text was reprinted several times from different settings of type before 1778. In order to avoid confusion we therefore refer to all versions of the 1766 and 1778 editions as ‘issues’, ‘printings’ or ‘reprints’ of the first and second edition respectively. (shrink)

Testing of candidate biological control agents to estimate their likely field host ranges in the area of release has been part of weed biological control for several decades, with evolving techniques and goals. Similar efforts have been made less often for parasitoids and predators being introduced for arthropod biological control. Here, we review both techniques of host range testing and social objectives of such screening. We ask whether agents introduced for arthropod biological control should be subjected to host range testing (...) before release, and if so, are methods used for estimating host ranges of herbivorous arthropods appropriate, or are different approaches needed. Current examples in which host range testing has been employed for arthropod biological control are reviewed. We conclude with recommendations concerning guiding principles about use of host range testing. We recommend modest expansion of host range testing for arthropod biological control for projects on continents. We recommend more extensive testing for projects of introduction onto islands. We note that introductions to islands could provide opportunities to gain experience in use of host range estimation for this class of organisms and to conduct post release evaluations of host ranges. We urge caution in efforts to mandate host range testing but simultaneously recommend consultation between biological control workers and insect conservationists. (shrink)

Debriefing is a standard ethical requirement for human research involving the use of deception. Little systematic attention, however, has been devoted to explaining the ethical significance of debriefing and the specific ethical functions that it serves. In this article, we develop an account of debriefing as a tool of moral accountability for the prima facie wrong of deception. Specifically, we contend that debriefing should include a responsibility to promote transparency by explaining the deception and its rationale, to provide an apology (...) to subjects for infringing the principle of respect for persons, and to offer subjects an opportunity to withdraw their data. We also present recommendations concerning the discussion of deception in scientific articles reporting the results of research using deception. (shrink)

The Need to Understand Factors Influencing Community Participation in Smart City Programs and to Evaluate Their Impact on Urban Progress This study aims to explore the implementation of the Smart City concept in Makassar, focusing on aspects of inclusion, sustainability, and the application of telemedicine technology. The research employs a quantitative methodology, designing a structured questionnaire encompassing variables such as environmental quality, economic vitality, social equity, and technological innovation. Data were collected through various online platforms and analyzed using statistical techniques (...) like correlation analysis and regression modeling. The findings indicate that the majority of participants are males under 30 years old, with backgrounds in farming and entrepreneurship, reflecting high interest in the Smart City concept among this demographic group. These insights are crucial for realizing an inclusive and sustainable Smart City in Makassar and highlight the importance of accessibility and active participation from all community sectors for the success of the Smart City program. To understand better why evidence of student cheating is often ignored, a national sample of psychology instructors was sampled for their opinions. The 127 respondents overwhelmingly agreed that dealing with instances of academic dishonesty was among the most onerous aspects of their profession. Respondents cited insufficient evidence that cheating has occurred as the most frequent reason for overlooking student behavior or writing that might be dishonest. A factor analysis revealed 4 other clusters of reasons as to why cheating may be (...) ignored. Emotional reasons included stress and lack of courage. Difficult reasons included the extensive time and effort required to deal with cheating students. Fear reasons included concern about retaliation or a legal challenge. Denial reasons included beliefs that cheating students would fail anyway and that the worst offenders do not get caught. This chapter examines cultural issues related to corporate social responsibility (CSR) as practiced by German firms operating in Poland. Recognizing the interdependence of a corporation’s social and financial performance, the chapter attempts to analyze how German firms can increase profit through good social performance. However, implementing CSR measures requires detailed knowledge of Polish society and culture. Behavior and attitudes must be considered to understand a company’s CSR target group andachieve the desired financial return from investments in CSR. This paper discusses the debate over whether emotional expressions are spontaneous or intentional actions. We describe a variety of empirical evidence supporting these two possibilities. But we argue that the spontaneous-intentional distinction fails to explain the psychological dynamics of emotional expressions. We claim that a complex systems perspective on intentions, as self-organized critical states, may yield a unified view of emotional expressions as a consequence of situated action. This account simultaneously acknowledges the embodied status of environment, evolution, culture and mind (...) in theories of emotion. (shrink)

In The Varieties of Reference, Gareth Evans argues that the content of perceptual experience is nonconceptual, in a sense I shall explain momentarily. More recently, in his book Mind and World, John McDowell has argued that the reasons Evans gives for this claim are not compelling and, moreover, that Evans’s view is a version of “the Myth of the Given”: More precisely, Evans’s view is alleged to suffer from the same sorts of problems that plague sense-datum theories of perception. In (...) particular, McDowell argues that perceptual experience must be within “the space of reasons,” that perception must be able to give us reasons for, that is, to justify, our beliefs about the world: And, according to him, no state that does not have conceptual content can be a reason for a belief. Now, there are many ways in which Evans’s basic idea, that perceptual content is nonconceptual, might be developed; some of these, I shall argue, would be vulnerable to the objections McDowell brings against him. But I shall also argue that there is a way of developing it that is not vulnerable to these objections. (shrink)

Non-knowledge should not be simply regarded as the opposite of knowledge, but as complementary to it: each derives its character and meaning from the other and from their interaction. Knowledge does not colonize the space of ignorance in the progressive march of science; rather, knowledge and ignorance are mutually shaped in social and political domains of partial, shifting, and temporal relationships. This volume’s ethnographic analyses provide a theoretical frame through which to consider the production and reproduction of ignorance, non-knowledge, and (...) secrecy, as well as the wider implications these ideas have for anthropology and related disciplines in the social sciences and humanities. John Etchemendy has argued that it is but "a fortuitous accident" that Tarski's work on truth has any signifance at all for semantics. I argue, in response, that Etchemendy and others, such as Scott Soames and Hilary Putnam, have been misled by Tarski's emphasis on definitions of truth rather than theories of truth and that, once we appreciate how Tarski understood the relation between these, we can answer Etchemendy's implicit and explicit criticisms of neo-Davidsonian semantics.

Expropriation is a hotly debated issue in international investment law. This is the first study to provide a detailed analysis of its norm-theoretical dimension, setting out the theoretical foundations underlying its understanding in contemporary legal scholarship and practice. Jörg Kammerhofer combines a doctrinal discussion with a theoretical analysis of the structure of the law in this area, undertaking a novel approach that critically re-evaluates existing case-law and writings. His approach critiques the arguments for a single expropriation norm based on custom, (...) interpretation and arbitral precedents within international investment law, drawing also on generalist international legal thought, to show that both cosmopolitan and sovereigntist arguments are largely political, not legal. This innovative work will help scholars to understand the application of theory to investment law and help specialists in the field to improve their arguments. (shrink)
